Joshua Steele Kelly, Chair
Joshua Steele Kelly (Josh) grew up in Waterford, CT, and earned his Bachelor of Arts in Political Science from Wheaton College (MA) and his Master of Public Administration and Graduate Certificate in Public Financial Management by the University of Connecticut. He previously served as Town Manager & Chief Executive Officer for the Town of Winchester, CT, and before that he served as the Town of Bolton, CT's Town Administrator. Josh has served as the CEO of the Thames Valley Council for Community Action (TVCCA), a federally-designated community action agency charged with abolishing poverty in southeastern CT, since October 2023. TVCCA administers 30 different anti-poverty programs across eastern Connecticut with the help of approximately 400 employees and numerous subcontractors.
Outside of his employment, Josh currently serves as a member of the Waterford Board of Finance and formerly has served as both the Minority Leader on Waterford's Representative Town Meeting and as a member of the Waterford Inland Wetland & Conservation Commission. He serves as a member of the Board of Directors and as the Treasurer for Sustainable CT, a state-wide nonprofit dedicated to assisting municipal governments with improving their community’s sustainability in a multifaceted manner; he is the founder and Past Chair of the Wheaton College Model United Nations Alumni Association; and he is a founder and executive producer of the annual East Lyme Theatre Festival. In his spare time, you can find Josh performing on stage, reading, and hiking.

Scott Graves, Vice Chair
Scott Graves is a member of the YNP Vermont state committee and Vice Chair for the party Executive Committee. He is a property developer, with $160M in projects currently under management focused on community-oriented market rate housing and business accelerator programming. Additionally, he is co-founder of Partners In Housing, a Vermont based advocacy group supporting small scale landlords and developers. He is the host of the Are We Here Yet? Podcast, focused on economics, urbanism and culture.
He has run for city council and managed two state legislative campaigns for candidates. He believes we must make a priority for the fundamental principles of our revolution and for the struggles of groups who have hard won their rights to be full citizens of our American experiment.

Kate Duda, Treasurer
Kate Duda is originally from Metropolitan Atlanta (GA), but moved to the Capital Region (NY) when she was six. She graduated from Hudson Valley in 2024 with an Associate in Applied Science degree in accounting and a Microcredential in supervision. Kate is currently finishing up a Bachelor of Science degree in accounting at SUNY Empire.
As someone who identifies as both a Northerner and Southerner, she ends up being one of the more moderate party leaders. Kate also falls perfectly in line with the stereotype of treasurers being unphotogenic introverts, so this is the picture she uses on her social media accounts.

Bridgett Keith, Clerk
Bridgett Keith was born and raised in Maine and has spent most of her life there. While she has no previous political experience, Bridgett is excited to help the YNP shape a brighter future for the Northeast. She loves to spend her free time writing, acting and going on walks in nature.
Stephen Lamb, Massachusetts Delegate
Stephen J. Lamb (Steve) was born in Niagara Falls, NY and grew up in Rochester, NY. He earned an Associate of Arts Degree in Liberal Arts before moving to Boston to pursue a Bachelor of Arts Degree in Music at Berklee College of Music. After 2 years, he entered the computer industry as a software engineer and eventually earned a Bachelor of Science Degree in Electrical Engineering. Today he continues to work as an engineer while maintaining a healthy music performance schedule all over New England.
Shane Carlow, Connecticut Delegate
A proud son of Connecticut, Shane Carlow once described himself as a political moderate and professional fence sitter. Needless to say that such a statement is no longer applicable as he has fully taken up the cause of trying to create a future for his home. When not harassing his cat or boyfriend, Shane likes to spend much of his time thinking about writing, bashing his head into a wall while trying to write, and occasionally actually writing.
